What Arkansas requires
- A firm that services portable fire extinguishers holds a Portable Fire Extinguisher certificate of registration from the Board, can only be certified while it employs a licensed individual for that work, answers for its employees' acts, and puts its certificate of registration number on every service tag and red tagPortable/Fixed Systems Rules 4.3, 4.4, 4.11 (A); 7.1 (D) (iii)
- A licensed individual works for one certified firm at a time, only within the firm's certificate and the individual's own license, never lends the license, and puts the license number of the person performing or supervising the service on each tag; apprentices work under a licensed employee's direct supervision and their permit number goes on the tagPortable/Fixed Systems Rules 2.1, 4.8, 4.9; 7.1 (D) (vi), (vii)
- Every person servicing a portable fire extinguisher affixes a tag showing the name of the person and firm and the date of service; the service tag gives the servicing firm's name and addressA.C.A. 20-22-613 (c), (d) ยท Portable/Fixed Systems Rules 7.1 (D) (i), (ii)
- A new service tag (5 1/4 to 5 1/2 by 2 5/8 inches, any color except red) goes on each extinguisher every time it is serviced, with the firm's name, address and certificate number, the type and date of service punched through, the license number of the person who performed or supervised it, any apprentice permit number, "DO NOT REMOVE BY ORDER OF THE STATE FIRE MARSHAL" in bold type of at least 16 points, and the service person's signature or initials handwritten in ink at the timePortable/Fixed Systems Rules 7.1
- A red tag means the extinguisher does not meet the minimum standards and is not acceptable for emergency use. It is marked Impaired (correctable) or Condemned (cannot be repaired or corrected) and shows the firm's name, address and certificate number, the owner's name and address, the date, the licensee's license number and handwritten name or initials, the State Fire Marshal statement, and why the unit is impaired or condemnedPortable/Fixed Systems Rules 7.2 (A) to (C), (E), (F)
- All stored pressure dry chemical extinguishers manufactured before October 1984 are removed from service, and no extinguisher is sold, leased, serviced or recharged unless it is listed by an approved nationally recognized testing laboratoryPortable/Fixed Systems Rules 3.3, 3.6
- At a monthly inspection the licensee checks location, access, tampering, damage, the gauge and fullness, and initials and dates the tag in ink; annual maintenance adds a new tamper seal (operating the pull pin) and a new service tag punched and initialed in ink; every six years stored pressure units needing a twelve-year hydrostatic test are emptied and maintained per the manufacturer's manual. Work follows the Arkansas Fire Prevention Code, the rules and the manufacturer's specificationsPortable/Fixed Systems Rules 3.1, 3.2, 6.1 to 6.3
- An extinguisher that had an internal examination or was recharged gets a rigid polymer Verification of Service collar around the neck with the month and year punched (cartridge-operated units and units recharged without removing the valve, such as carbon dioxide, are exempt), and a tag or label records the month and year of recharging and who did itPortable/Fixed Systems Rules 7.3, 7.4
Certified firms and licensed technicians
A firm needs a Portable Fire Extinguisher certificate of registration and at least one licensed employee for that work. A licensed technician works for one certified firm at a time, within both the firm's certificate and their own license. Apprentices work under direct supervision.
The service tag
Every service means a new tag, any color but red, with the firm's name, address and certificate number, the punched type and date of service, the license number of the person who did or supervised the work, any apprentice permit number, the State Fire Marshal statement in bold 16 point type, and initials or a signature in ink.
Monthly inspections get the tag initialed and dated in ink. Annual maintenance gets a new tamper seal and a new tag, and recharged or opened units get a punched verification of service collar.
Impaired and condemned red tags
A red tag means the unit is not acceptable for emergency use. Mark it Impaired if the problem can be fixed and Condemned if it cannot, with the owner's name and address and the reason. Stored pressure dry chemical units made before October 1984 come out of service.
From the walkthrough to a finished Arkansas report
Note each unit's serial number, the service and the tag, and whether a red tag was Impaired or Condemned and why. ReportDraft lists the tags by serial number with your certificate and license numbers in the header.
Common mistakes
- Initials or a signature that are stamped or printed instead of handwritten in ink.
- A red tag without Impaired or Condemned marked.
- Leaving a pre-1984 stored pressure dry chemical unit in service.
- Missing the apprentice permit number when an apprentice did the work.
- A soft plastic collar instead of a rigid polymer one.
