Oklahoma's Roofing Contractor Registration Act carries storm repair rules alongside registration. A roofer's estimate on an insurance job travels with a written notice of the law, a deductible offer lets the insurer set the estimate aside, and from 2027 residential roofers need a new endorsement. Here is each rule with a link to the official text, and what an Oklahoma roof report should record.

What Oklahoma requires

  • Every roofing contractor gives a written notification of the requirements of 59 O.S. 1151.30 with its initial estimate; if the contractor offers a deductible or compensation inducement, the insurer is not obligated to consider the contractor's estimate59 O.S. 1151.30 (A) (Laws 2025, c. 367)
  • A residential or commercial roofing contractor paid from insurance proceeds may not, to win the job, advertise or promise to pay any part of the insurance deductible, directly or indirectly, or offer to compensate the insured for providing any service. Anyone may file a verified complaint with the registrar, who forwards it to the Insurance Department and the Attorney General and refers it to the district attorney59 O.S. 1151.30 (A) to (C)
  • When a contract with a residential contractor is to be paid from an insurance claim, the insured may cancel it within 72 hours after receiving the insurer's written notice that all or part of the claim was denied. Before signing, the contractor gives a bold 12-point statement of this right and a detachable Notice of Cancellation form in duplicate (bold, at least 10 point); payments are returned within ten days, except the reasonable value of emergency services the insured acknowledged in writing. A violation is a misdemeanor under the Act59 O.S. 1151.21
  • Roofing contractors register annually with the Construction Industries Board, and acting as a roofing contractor without a current, valid registration is unlawful unless the Act exempts the person; the registration number goes on every roofing permit application59 O.S. 1151.3 (A), 1151.17 (A)
  • Every contract under the Act states that all individuals working under it are covered by workers' compensation insurance; an affidavit of exemption, where a person is legitimately exempt, is attached to the contract and may be used only on residential projects59 O.S. 1151.22
  • Beginning January 1, 2027, roofing contractors doing residential roofing work need a residential roofer endorsement, earned by passing the state examination with at least 70 percent. Contractors registered and in good standing on January 1, 2027 may keep working while they pass the exam or complete 10 hours of approved continuing education, until January 1, 2028; new applicants may not sell, offer, bid, inspect or perform residential roofing work until their endorsement is issued. Labor-only crews working directly for an endorsed contractor and supplying no materials are excepted59 O.S. 1151.25a as amended by Enrolled Senate Bill 1873 (2026), effective July 1, 2026 ยท Construction Industries Board: residential roofing endorsement update (HB 3800 and SB 1873)

Estimates on insurance jobs

Every roofing contractor sends a written notification of the deductible law with its first estimate. A contractor who advertises or promises to pay the deductible, or offers the owner anything for allowing an inspection or filing a claim, gives the insurer the right to ignore its estimate, and complaints go from the Construction Industries Board to the Insurance Department, the Attorney General and the district attorney.

When the claim is paying, the homeowner can cancel the roofing contract within 72 hours of the insurer's written denial. The contract comes with a bold statement of that right and a detachable cancellation form, and the contractor refunds payments within ten days, keeping only the reasonable value of emergency work the owner signed off on.

Registration and the residential endorsement

Roofing contractors register with the Construction Industries Board every year and put the registration number on every permit application. Their contracts state that everyone on the job is covered by workers' compensation, or attach a valid exemption affidavit on residential work.

From January 1, 2027, residential roofing work needs a residential roofer endorsement. Contractors already registered and in good standing on that date have until January 1, 2028 to pass the exam or finish 10 hours of approved continuing education; a new applicant may not even inspect or bid a residential roof until endorsed.

Common mistakes

  • Sending the first estimate without the written notice of 59 O.S. 1151.30.
  • Offering to cover the deductible or pay the owner for allowing an inspection.
  • A storm contract without the bold 72-hour cancellation statement and form.
  • A contract with no workers' compensation statement.
  • A new company inspecting or bidding residential roofs before its endorsement is issued.
