Indiana licenses pest control businesses, applicators for hire, pest inspectors and registered technicians through the Office of Indiana State Chemist under IC 15-16-5, which the 2024 legislature amended to set a 13-item restricted use record with start and stop times and new school rules. Here is each rule with a link to the official text, and what an Indiana pest control service record should contain.

What Indiana requires

  • No one may use restricted or general use pesticides on another's property for hire, or make diagnostic inspections or reports for wood destroying pests, without a pesticide business license from the state chemist, required for each business location or name, with at least one licensed applicator for hire at each location, expiring January 1 of the following year, and void if the bond, insurance or financial responsibility lapsesIC 15-16-5-48 (as amended by P.L.29-2024) ยท IC 15-16-5-58 (a)
  • Employees of a licensed pesticide business who use pesticides for hire hold a licensed applicator for hire license, and those who inspect for wood destroying pests a pest inspector license; a registered technician employed by a licensed business may use general use pesticides, and anyone else may use a restricted use pesticide only under a licensed applicator's direct supervisionIC 15-16-5-49
  • Registered technicians qualify by the core exam or an approved Purdue training program, may start work at once by emailing the state chemist and applying within five business days, renew each December 31, and keep eligibility through December 31 of the fourth year unless extended with continuing creditsIC 15-16-5-56
  • Records of restricted use pesticide applications, kept two years, give the customer, property owner or custodian, the address or location, the person making the application and the responsible applicator if different with that applicator's license number, the date, the start and stop times, the plants, animals, commodities or sites treated, the principal pests, the specific area, parts of a structure or property treated, each brand name and EPA registration number, and the amount used as total packaged product or diluted mixture with its active ingredient percentageIC 15-16-5-59 (as amended by P.L.29-2024)
  • Restricted use records are entered by the 30th day after the application, and within 30 days of a restricted use application the commercial applicator gives a copy of the record to the person for whom it was applied, who keeps it two years; records are open to the state chemist on request355 IAC 4-4-1, 4-4-2
  • No pesticide may be applied on school property during regular school hours or a before or after school program there, except to control an observed pest posing an immediate health threat or outside and not next to student-occupied buildings (rodenticide baits in areas students cannot reach are allowed); students stay out of a treated area for the label's re-entry time or four hours, whichever is longerIC 15-16-5-64.5 (added by P.L.29-2024)
  • Schools give people on their pesticide notification registry at least 48 hours' notice of an application, naming the licensed commercial applicator responsible with name, license number and phone, the date and time, the target pest, the area, and each pesticide's manufacturer, EPA number and brand nameIC 15-16-5-64.7 (added by P.L.29-2024)
  • Anyone claiming damages from a pesticide accident and asking the state chemist to investigate files a report with the state chemistIC 15-16-5-62 (b)

Business licenses, applicators and registered technicians

A pest control business needs a pesticide business license for each location or business name, with a licensed applicator for hire at each location and a bond or insurance kept in force. Its applicators hold applicator for hire licenses, its wood destroying pest inspectors hold pest inspector licenses, and registered technicians may apply general use pesticides. Restricted use products are for licensed applicators or people under their direct supervision.

The restricted use record

For each restricted use application record the customer or property owner, the location, who applied it and the responsible applicator with license number, the date and the start and stop times, what was treated, the principal pests, the specific area or parts of the structure, each brand name and EPA number, and the amount as packaged product or as diluted mix with its active ingredient percentage. Keep it two years and give the customer a copy within 30 days.

Schools

Since 2024, pesticides may not be applied on school property during school hours or before and after school programs, except for an immediate health threat or outdoors away from student buildings; bait in areas students cannot reach is allowed. Students stay out for the label's re-entry time or four hours, whichever is longer, and families on the school's registry get 48 hours' notice naming your license number and the products.

From field notes to a finished Indiana record

Note your start and stop times, the parts of the structure treated, and each product with its EPA number and amount. ReportDraft fills each Indiana record item, lists the responsible licensed applicator for a technician's job, and gives your customer the copy the rule calls for.

Common mistakes

  • No stop time on a restricted use record.
  • A diluted mix with no active ingredient percentage.
  • A technician's record without the responsible applicator's license number.
  • No customer copy within 30 days of a restricted use job.
  • Treating a school during school hours without an immediate health threat.
