Oregon requires every employer to have a safety committee or hold safety meetings, and the Oregon OSHA rules (OAR 437-001-0760 and 0765, last amended in 2024) make workplace inspections part of the committee's work: quarterly at most locations, by employer and employee representatives trained in hazard identification, with the reports reviewed and recommendations made to management. Here is each rule with a link to the official text, and how walk-through notes become an Oregon inspection report.

Safety committees, safety meetings and inspections

ORS 654.176 requires every public or private employer to have a safety committee or hold safety meetings. Employers with more than 10 employees at a location generally need a committee; smaller employers, construction, mobile and mostly office workforces may hold safety meetings instead.

The safety committee sets procedures for workplace safety and health inspections. Employer and employee representatives inspect primary fixed locations, offices and auxiliary or satellite locations quarterly; mobile, infrequently visited and similar sites are inspected as often as the committee decides. The people inspecting must be trained in hazard identification.

Fixing what the inspection finds

Every place of employment is inspected by a qualified person as often as the operation or equipment requires, and defective equipment or unsafe conditions found are replaced, repaired or remedied promptly. Where the safety code calls for an inspection report, keep a written, dated report signed by the inspectors.

Reviewing reports and recording recommendations

The committee reviews inspection reports and makes recommendations to management. Its meeting records, kept for three years, include the hazards discussed, each recommendation for corrective action with a reasonable date by which management agrees to respond, and the person responsible for follow-up.

From walk-through notes to an Oregon inspection report

Note the employer and employee representatives who walked the site, the kind of location, each hazard and where it was, and any agreed response date and owner. ReportDraft records the representatives and location in the header, gives each hazard a recommendation management can answer, and fills the corrective actions table with the person responsible and due date only when your notes give them, ready for the committee's minutes.

Common mistakes

  • Letting the quarterly inspection slip at a fixed location or office.
  • Sending one person to inspect when the rule calls for employer and employee representatives.
  • Using inspectors without hazard identification training.
  • Recording recommendations without a response date or a person responsible for follow-up.
  • Leaving defective equipment in use instead of repairing or replacing it promptly.
